Early Life and St. Croix Roots

Troy Williams was born at the Juan F. Luis Hospital on St. Croix in the United States Virgin Islands. In his early years, he grew up in Frederiksted town on Hospital Street, right down the hill from the Frederiksted Post Office.

After Hurricane Marilyn destroyed his family’s apartment complex, Troy and his family relocated to La Grange in Frederiksted. Those early experiences helped shape his understanding of resilience, rebuilding, and the importance of strong communities.

Education and Professional Development

Troy’s educational journey began in Frederiksted, where he attended Alexander Henderson Elementary School. He later attended Arthur A. Richards Junior High School in Stoney Ground, followed by the Good Hope School in Frederiksted for high school.

After high school, Troy attended the University of the Virgin Islands for three years before completing his degree online. His academic path reflected both his commitment to education and his ability to adapt as opportunities and responsibilities evolved.

Troy was awarded the Morris F. deCastro Fellowship to pursue studies in Cybersecurity Engineering at Villanova University. While cybersecurity remained an important area of interest, Troy later transitioned fully into management and project management, where he found his strongest professional alignment.

Technology Career

Troy’s interest in technology began as a child when he first used Gateway computers in his family home. During the uncertainty surrounding the Y2K era, he began to understand that computers would help shape the world as we know it. That curiosity eventually became a career path.

Troy gained early hands-on experience as an intern with the Virgin Islands Next Generation Network in 2012. He later worked in the Legislature’s Central Staff MIS Department for five years, where he became a tenured employee.

From there, Troy advanced through several levels of IT leadership, serving as IT Service Desk I, Service Desk II, Service Desk III, Team Lead, and later Technical Account Manager for a multinational managed service provider supporting Ocean Point Terminals, one of the largest private employers on St. Croix.

Public Service and Legislative Experience

Troy has direct experience inside the Legislature of the Virgin Islands. He worked as a Legislative Aide under Senate President Ronald E. Russell during a period when the Legislature underwent an audit and his office was tasked with helping correct deficiencies identified in that audit. That experience gave him firsthand insight into government accountability, internal controls, corrective action, and responsible oversight.

He later worked under Senate President Shawn-Michael Malone, who was tasked with implementing those corrective measures. In that role, Troy served as Community Outreach Coordinator, gaining additional experience in public service, constituent engagement, and the operational side of government reform.

Political Organizing and Independent Leadership

Troy’s political involvement continued in 2018, when he was elected President of the Young Democrats of St. Croix. During his leadership, the organization achieved national chartering by the Young Democrats of America for the first time in the territory’s history. The organization also entered into a Memorandum of Understanding with the Young Democrats of America to support youth engagement and strengthen participation among young Democrats in the Virgin Islands.

Today, Troy is running as an independent candidate for Senate. His campaign is rooted in the belief that the challenges facing the Virgin Islands require leadership focused on people, not party politics. His priority is St. Croix, the children of the territory, and the future infrastructure needed to move the Virgin Islands forward.

Community Service and Youth Leadership

Troy’s service has also extended beyond government and technology. He has served as a board member of CMCArts, supporting efforts that raised more than $10,000 for youth activities in the territory. He also served as former Vice Chair of Special Olympics Virgin Islands and has contributed as a coach, helping support athletes, youth development, inclusion, and community engagement.

These experiences reflect Troy’s belief that public service is not limited to elected office. For him, leadership means showing up, building opportunities, and helping young people and families see a future worth working toward.

Project Management and Execution

Project management became a major part of Troy’s professional journey as he took on greater responsibility in technology operations, service delivery, and organizational execution. After his department was downsized, Troy had the opportunity to lead projects directly and gained the experience needed to pursue his Project Management Professional certification, which he earned in 2024.

As a PMP, Troy understands planning, risk, scope, accountability, communication, and execution. That background gives him a practical foundation for oversight at a time when the Virgin Islands must manage major recovery funds, infrastructure work, and long-term development priorities.

Immersive Virgin Islands LLC

Immersive Virgin Islands LLC was created after organizational restructuring in 2024, when Troy was laid off from his role as Technical Account Manager and the company he worked for left the territory. Rather than allowing that setback to define him, Troy turned it into an opportunity to build something rooted in the Virgin Islands.

Through Immersive Virgin Islands LLC, Troy focuses on technology, consulting, training, project management, digital services, and community-centered innovation. The business reflects the same values behind his campaign: resilience, execution, self-reliance, and preparing the Virgin Islands for the future.

Why Troy Is Running

Troy is running for Senate because he knows his experience and expertise have prepared him to help provide oversight during one of the greatest government rebuilding periods in Virgin Islands history.

With major recovery funds and infrastructure projects ahead, Troy believes the territory needs leaders who understand planning, accountability, corrective action, technology, project oversight, and execution.

For Troy, the future of St. Croix is bright if the territory manages its resources wisely, invests in the right infrastructure, and prepares the next generation for opportunity. As a native son of the soil, he is ready to give back to the community that raised him.

Troy is not running because he believes he might be prepared. He is running because his life, his work, his service, his setbacks, and his experience have prepared him for this moment.

Troy does not simply believe he is built for this... he knows he is.
